Double points for season finale among 2014 changes
Teams and drivers will score double points at next year’s final Grand Prix. The move is just one of several regulation changes announced by Formula One racing’s governing body, the FIA, on Monday. Others include allocating permanent race numbers to drivers, a five-second time penalty for minor rule infringements, and - from 2015 - a global cost cap.

Following a meeting of the F1 Strategy Group and the Formula One Commission in Paris, the following items have been unanimously approved:

Points for the last race
Double drivers’ and constructors’ points will be awarded at the final race of the Formula One season - Abu Dhabi for 2014 - in order to maximise focus on the championship until the end of the campaign.

Driver numbers
Drivers will be asked to choose their race number, between 2 and 99, for the duration of their career in the FIA Formula One World Championship. Number 1 will be reserved for the current world champion, should he choose to use it. If more than one driver choses the same number, priority will be given to the driver who finished highest in the previous year’s championship.

Cost cap
The principle of a global cost cap has been adopted. The limit will be applied from January 2015. A working group will be established within the coming days comprising the FIA, representatives of the Commercial Rights Holder and Team representatives. The objective of the working group will be to have regulations approved by the end of June 2014.

New penalties
The principle of a five-second penalty for minor infringements was agreed. In what form such a penalty will be applied will be discussed with the Formula One teams in order that a new regulation be introduced for 2014 season.

Pirelli Tyre test - Bahrain, December 17-19, 2013
The F1 Commission agreed to a change to the 2013 Sporting Regulations, on safety grounds, allowing the Formula One tyre supplier to carry out a three-day test in Bahrain from December 17-19, 2013. All Formula One teams have been invited to take part in the test and six have accepted: Red Bull Racing, Mercedes, Ferrari, McLaren, Force India and Toro Rosso.

華迪爾反對積分翻倍新規

　　四屆F1世界冠軍塞巴斯蒂安-華迪爾對於FIA剛剛批准的新規則做出負面評價，認為收官站積分翻倍的規則「太荒謬」。

　　在FIA批准的一系列新規則中，收官站車手和車隊都將獲得雙倍積分最為令人感到意外。FIA解釋稱，收官站獎勵雙倍積分的目的是希望所有參賽者能夠貫注於全年比賽。這顯然是針對今年紅牛車隊早早提前鎖定兩個總冠軍之後，導致其他車隊不再專注於今年餘下比賽的情況。

　　針對此規則，華迪爾對德國《圖片報》說到：「你能想像在德國足球甲級聯賽最後一輪突然積分翻倍嗎？這太荒謬了，這是對在整個賽季都保持努力工作的人的不公。我尊重F1的傳統，但是無法理解這個新規則。」

　　如果按照新推出的2014年積分制度，2012年的世界冠軍將不會是華迪爾而是法拉利車手艾朗素。

雖然未齊腳, 就例如Lotus 的 E22 未準備好.....一講開佢, 第一眼以為我眼花, 車鼻長短腳嘅?! 原來係:-

In order to meet the single lower nose tip regulation, ** the two tusks are of unequal length ** , so the longer one forms the mandatory nose tip, while the other is short enough to avoid being considered part of the nose tip by the regulations.

This leaves each tusk to act as a crash structure, the front wing mounting pylon and then, as they slim narrow the rear of the car, also become turning vanes.

This means the unavoidable obstruction of the mandatory nose tip is made into a multi-purpose device.

The design may present slightly more total cross sectional area to the airflow, but places the obstruction in the most beneficial location."
